IELTS Writing Task 2: Band 9 Sample Answer

Question: Some people think that governments should invest more in public services rather than in arts such as music and painting. To what extent do you agree or disagree?


Sample Answer:

There is an ongoing debate about whether governments should allocate more funds to public services rather than to the arts, such as music and painting. While it is essential for governments to invest in public services to ensure the well-being of their citizens, I firmly believe that funding the arts is equally important for a well-rounded society.

Public services, including healthcare, education, and infrastructure, are fundamental to the functioning of any society. Investing in these areas can lead to a higher standard of living, a healthier population, and improved economic prospects. For instance, well-funded healthcare systems can reduce mortality rates and improve overall public health, while quality education systems can equip individuals with the skills needed to thrive in the modern workforce. Moreover, robust infrastructure, such as efficient public transport and well-maintained roads, facilitates economic activities and enhances quality of life.


However, the arts play a crucial role in enriching our lives and should not be overlooked. Arts and culture contribute significantly to the social and emotional well-being of individuals. They provide a source of inspiration, foster creativity, and offer a means for people to express themselves. For example, attending a concert or visiting an art gallery can provide a much-needed escape from the stresses of everyday life, promoting mental health and emotional resilience. Additionally, the arts often serve as a reflection of society, helping to preserve cultural heritage and promote social cohesion.


Furthermore, the arts can have substantial economic benefits. Cultural events and institutions attract tourists, create jobs, and stimulate local economies. Cities known for their vibrant arts scenes, such as Paris and New York, benefit enormously from cultural tourism, which contributes to their economies in a significant way. Therefore, investing in the arts can yield considerable economic returns.


In conclusion, while it is undeniably important for governments to fund public services to ensure the basic needs of their citizens are met, it is equally important to invest in the arts. The arts enhance our quality of life, promote mental well-being, and offer economic benefits. Thus, a balanced approach, where both public services and the arts receive adequate funding, is essential for the overall development of society.
